face routine

Hey guys;) i am 14 i Have good skin its not dry or Oily skin but I have a small white rash it is not visible at all but if you touch my face you can feel it also I have dark circles under my eyes no matter if I slept well or not. I have almost no acne, sometimes I get one or two pimples in a month.Please can you tell me what products to use to overcome the above problems. thank you so much:))
