Are these considered dark spots?

Hi, I'm not sure if this is considered dark spots or not but I'm trying to get rid of it. Anybody can help me out with information and a great product to use. My skin is dry btw but not sensitive. Hopefully the image pops up and you guys can tell what it is lol. Thanks in advance 😇🙏.
