Very frizzy and puffy hair

I have puffy, extremely frizzy and uncontrolable hair. When its wet its kinda wavy but then when it dries its huge, straight and crazy. It looks bad. Its a bit better when I blow dry it (style it) but I dont always have the time to do it and I dont wanna heat damage my hair. How can I take care of it and make it look nice without having to blow dry it? How to stop the horrible frizziness?
